You will serve as the Deputy Public Works Officer in the Public Works Department, Naval Submarine Base Groton, New London, CT, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.
Duties
You will serve as the senior civilian employee at the Public Works Department (PWD) responsible for the delivery of a full spectrum of public works services to the installation and supported commands to enable mission success.
You will direct, control and coordinate all operations within the Public Works Department using broad knowledge in facilities management, technical, financial and administrative skills.
You will formulate and monitor PWD budget requirements taking into account workload forecasts, payroll requirements, travel, training and other overhead requirements.
You will direct Public Works Department subordinate supervisors, evaluate performance and hear grievances or complaints not resolved at lower levels of the department.
You will review disciplinary actions, and interact with union official in accordance with negotiated bargaining unit agreements.
You will maintain liaison with senior level leaders throughout the installation and NAVFAC.

- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing budgeting, hiring, and personnel actions for a public works department; 2) Providing guidance relating to operations of a public works department, including military contracting and construction; and 3) Leading dynamic teams of peers and subordinates in achieving mission objectives.
