You will serve as a ACQUISITION SPECIALIST in the Operations Department of NAVSUBMEDRSCHLAB NEW LONDON CT. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will function as Contracting Officer’s Representative and provides agreement execution services in the areas of academic and industry partnership, technology transfer, and general business transitions other than grants. You will monitor contractors' performance and provide technical advice to scientists and contractor(s) within the scope of the Statement of Work and performance Work Statement. You will report requirements including Contract Discrepancy Reports and contractor past performance for the Contractor Performance Assessment Reports. You will provide post-award oversight, such as setting up the Contracting Officer Representative. You will communicate with the Contracting Officer as a technical liaison.

  • You will be required to obtain and maintain a final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Candidate can start with interim.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Utilizing acquisition law, regulation, regulations, policies, principles and procedures, as it applies to both Research & Development (R&R) and Operations & Maintenance environments; Using a wide variety of contracting methods (i.e., cost and fixed-price contracting, sharing agreement), and selecting factors to plan appropriate strategies to provide the contracting officer necessary information for acquisition of complex requirements; Monitoring contracting technical performance and deliverables over life of the contract solves problems related to pre-awards and post-award changes, claims, payment, etc…; Maintaining a strong informational exchange process w/Financial Managers, Financial Management Analysts, Directors, Department Leaders and Investigators to budget, obligate and expend funding; Evaluating agreement terms and overseeing the negotiation/execution of business development partnerships; AND Executing appropriate project management concepts, principles & procedures to manage an acquisition management program, (i.e., analyzing acquisition problems, reaching objective conclusions, preparing/making oral/written presentation in a clear, concise & compelling manner.
