In support of the overall mission of the Department of Veteran Affairs (VA) the Enterprise Program Management Office (EPMO), under the direction of Enterprise Integration (OEI), provides oversight for the development, adoption, and implementation of the First Sergeant First Class Health Robinson Honoring Our Promise to Address Comprehensive Toxins Act of 2022 (PACT Act).
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-11 and GS-12 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Promotion is not guaranteed, and no promise of promotion is implied.
Coordinates, leads, and participates in discussions, trainings, meetings, conferences, and conference calls with agency employees, administrators, senior subject matter, and technical personnel, to secure and provide information, present conclusions, recommendations, and alternatives, obtain concurrence, develop alternate courses of actions, and mutually resolve problems;
Serves as an advisor and consultant to the supervisor and provides expert guidance and assistance in support of fact-based recommendations for actions when adjustments or a different course of action is needed;
Plans, develops, and implements program management activities, assisting in the formulation of measurement criteria to develop key performance measures, providing data stewardship, managing official records, and capturing resource allocation;
Prepares written recommendations on reasonable service approaches that address anticipated or noted deficiencies and presents these to senior management leadership in both a formal and informal setting;
Works cooperatively with others internal and external to the agency as a team to achieve project or program goals;
Performs related duties as required.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.
NOTE: This is a TERM appointment (not-to-exceed 3 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Qualifications
MINIMUM QUALIFICATIONS GS-11: One year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Specialized experience includes: reviewing and updating policies; developing, preparing, and facilitating meetings to leadership; and providing guidance to employees/leadership or following guidance on laws, regulations, and procedures. This experience must be detailed in your resume to receive credit. ~OR~
A Ph.D., equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts required. ~OR~
