This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Office of Observation (OBS), Surface and Upper Air Division (SUAD) with one vacancy located in Silver Spring, MD. Duties

As a Management and Program Analyst, you will perform the following duties: Apply an extensive knowledge of budget/financial operations and applicable regulations, policies, procedures, and reports; plan the use of budget/financial resources; analyze obligations and expenditures and make recommendations for budget execution purposes. Provide support to the division through tracking and monitoring budget and financial management functions through the application of office automation tools e.g. Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Google Apps for Work; assemble, track, and maintain division and program budget and financial information via access, usage, and maintenance of DOC's Commerce Business System, NOAA's Management Analysis & Reporting System and C. Request, and internal financial management and reporting applications. Evaluate diverse administrative and programmatic issues and devise analytical approaches for conducting efficiency assessments and the completion of assigned tasks; collect and analyze complex data using techniques such as data pulls, surveys, and interviews to assess issues, recommend solutions, and justify proposals; and formulate methodology to evaluate alternative courses of action. Direct and develop plans for project teams or other groups in accomplishing and producing projects and studies. Analyze and evaluate on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives. Evaluate and advise on organization, methods, and procedures.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-13: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following: Contributing to the evaluation of financial operations in meeting established goals and objectives; Applying knowledge of a wide range of labor projection, budget formulation and execution methods and techniques; and Working with management to monitor the financial condition of an organization.
