This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Information Technology Specialist, you will provide accurate property transactional information to DOE-IN to be recorded in a database such as the Asset Management System.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As an Information Technology Specialist, you will:
Plan and implement an IN property management program to facilitate annual accountable property inventories conducted by the Department of Energy (DOE) HQ Property Office.
Coordinate the acquisition of equipment with Office procurement officials to assure all property is properly tagged prior to introduction into the organization.
Account for all portable personal property with personal property hand receipts.
Manage the acquisition of equipment and services through our credit card purchasing process.
Requirements
- Must be a U.S. Citizen or National.
- This employer participates in the e-Verify program.
- Males born after 12/31/1959 must be registered for Selective Service.
- Subject to satisfactory security and suitability requirements.
- May be required to successfully complete a 1-year trial period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
Qualifications
BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade (GS-12) level in the Federal service. Specialized experience for this position is defined as:
Researching database technologies and capabilities to ensure accomplishment of mission.
Monitoring database metric to measure performance to ensure the organization's data and databases are useful, useable, available, and correct.
Recognizing potential impacts to restore normal operations to the organization impacted by human-caused or natural outages or disasters.
