This position is located in the Fayetteville Veterans Affairs Medical Center (VAMC). The purpose of the position is to provide comprehensive program and administrative support to the Assistant Chief of Staff for Clinical Affairs and Education. Position is directly responsible for establishing and maintaining systems for tracking compliance with mandatory requirements pertaining to the health profession trainee's education and following all guidance from the Office of Academic Affiliations.

Duties

Duties and responsibilities for this position include, but not limited to the following: Provides program, administrative, and clerical support to others in and outside Education Service as directed, to include answering phone inquiries for Education Service, preparing needs assessments, preparing, and assembling various education materials to include binders and surveys as instructed, securing space for training and meetings, maintaining records, ensuring that proper video equipment is requested and support from Information Technology Service is secured. Schedules conference rooms assign keys. Collects and analyzes data for the purpose of preparing various monthly, quarterly, and annual reports. Makes recommendations based on analysis of data collected. Prepares and distributed weekly meeting minutes for Education Service. Establishes and maintains a suspense system using a date file to ensure internal and external reporting deadlines are met. Serves as backup for the Program Specialist to answer inquiries about tuition and travel reimbursement including fund control points, reconcile resident meals tickets, and other applicable duties as instructed. Provides support for daily operations for a variety of Clinical Affairs and Educational programs. Serves as a key member within the Clinical Affairs and Educational program for data management and production of useful reports on an array of issues including workload trends, productivity, and expenditures. Maintains computerized databases and updates as required. Assists with the inventory management as it relates to expendable supplies as well as equipment. Participates in strategic planning as it relates to the Clinical Affairs and Education Programs. Provides a wide range of organizational and support activities and general assistance to the staff. Serves as liaison between the Designated Education Officer (DEO) and affiliated medical schools including affiliation as programmatic agreements. Serves as a technical expert in matters related to medical student and medical resident registration, processing, orientation, and education tracking. Serves as coordinator of the monitoring and auditing processes for the disbursement agreement. Assists with correspondence to the Office of Academic Affairs and VISN Academic Council including mandatory reports. Assists with the Learners Preceptor Survey including compiling data and providing analysis for quality improvement projects. Prepares, composes, or reviews correspondence for the ACOS. Serves as a liaison between the Clinical Affairs Office and rest of the facility to answer difficult or technical questions regarding the Program functions and desired outcomes. Performs work in support of Clinical Affairs Program and analysis of program effectiveness requiring knowledge of the purpose, operation, methodology and techniques of the program. Assists with the administration of the credentialing and privileging of the medical staff and licensed independent practice (LIP) program. Responsible for researching complicated cases which involves discovering critical elements and recommending solutions to issues. Prepares documentation for the Professional Standards Board and Chief of Staff. Performs other duties as assigned in relation to the Clinical Affairs Program. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to follow a set of guidelines that are specifically related to a assignment, endorses established procedures and techniques, and establishes clear precedents. Distinguish tasks with a series of related steps or processes, and identifies from a variety of alternatives by recognizing differences among a few easily distinguishable situations and exercising judgment regarding the most appropriate approach that strictly adhere to established processes and regulations. Applying specific rules, regulations, or procedures to issues that affect the overall accuracy, quality, and timeliness of the Service staff's final work products.GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the functions, processes and principles of program planning and management. Knowledge of organizational structures, organizational decision-making, and group processes. Knowledge of agency and facility systems and requirements in various administrative areas. Knowledge of qualitative and quantitative analytical techniques and the ability to apply that knowledge. Knowledge of VA regulations and operating procedures plus skill in applying fact-finding and investigative techniques. Knowledge of skills necessary for dealing with people of varying degrees of education and authority. Knowledge of how to communicate orally and how to communicate in writing, using computer software. Knowledge of how to collect data, enter it into computerized databases and provided basic analysis. Knowledge of how to work independently and with others to meet deadlines and handle complex situations with conflicting priorities. Knowledge of how to work simultaneously with a variety of customers to meet their needs. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have for a GS-07 education: 1 full year of graduate level education GS-09 education: you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) full year of graduate level education.
