Duties

Conducts and documents regular self-inspections of special access program facilities and operations and assesses the facility security posture and recommends goals and courses of action to correct deficiencies. Develops and implements security plans, and procedures (such as Standard Operating Procedures and Security Classification Guides) for personnel and organizations that support special access programs. Drafts specialized additions/modifications to security education programs to provide special access requirements as they pertain to classified couriers, foreign travel briefings, and defensive security briefs. Coordinates with the Program Security Officer (PSO) or cognizant authority for accreditation of the SAPF/SCIF. Provides input to the PPR Security Branch Chief on collateral and special access program requirements and recommendations.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Drug Testing Position, subject to pre-employment and random drug testing. Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • This position requires background screening for Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • This position requires background screening for Presidential Support Duty (Yankee White) suitability.
  • Travel away from normal duty station may be required.
  • Security Certification required (Security Fundamentals Professional Certificate) through SPeD. The incumbent of this position is required to obtain and maintain Tier 1 Security Fundamentals Professional Certification (SFPC).
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Presidential Support Duty (PSD) approval is required. Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum).
  • Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must maintain PSD approval to remain eligible to hold the position

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GS-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience analyzing and applying security policies and procedures to evaluate eligibility for access to sensitive and private information, systems, facilities and operations requiring special or restricted access, required by an organization or government, such as those accesses and clearances classified by the United States federal government. To qualify at the GS-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience developing and implementing multi-discipline security plans and procedures for a corporate or government organization requiring special or restricted accesses, such as those accesses and clearances classified by the United States federal government. Experience must include performing security investigations and inspections and evaluating security program operations. Selective Factor: In addition to meeting the specialized experience requirements, applicants must demonstrate experience working with personnel, industrial, physical, operations, and communications security. Applicants not meeting this selective factor will be screened from consideration. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level.
