To perform administrative, evaluative, and technical work with the Associate Chief of Staff for Education (ACOS-E) and Designated Education Officer (DEO) full spectrum of trainees (including trainee employees) and others associated with a complex healthcare system to include employees, upper-level Lexington VA executives, affiliate schools, affiliate hospitals, and trainees.
Duties
Duties include but are not limited to:
Implementation of Resident Affiliate program per OAA policies
Coordinates all HPT onboarding per OAA policies
Support ACOS-E as required in an administrative role
Prepares and supports budgetary documents related to resident disbursement
Support ACOS-E with FCPs, budget planning, and other fiscal needs of the service
Acts as an approving official for fiscal needs of the service
Works with multiple contacts throughout the facility along with external customers in a professional and efficient manner
Develops and maintains cooperative and harmonious relationships with groups, organizations and other educators within the medical center and at the VISN and national level.
Serves as institutional liaison to ensure employee education, training and administrative requirements and needs are met.
Operates multiple computer application programs as needed by the service including Microsoft office products along with others
Acts as an alternate approver for timekeeping
Utilizes technology to maintain an accurate record of trainees throughout the medical center
Work Schedule: Monday-Friday; 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In addition to meeting the time-in-grade requirement, applicant's must also meet the following specialized experience:You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience performing collection, compilation, and/or tracking of data and statistical information in support of organization's program operation, identifies and researches and/or analyzes problems, issues, or program requirements and composes and formats correspondence for signature, including editing and review for final signature by senior management. Uses SharePoint and Dashboard, extracting required data. Prepares presentations and reports and briefs management on results; experience calculating a variety of performance measures and financial analysis; and experience with managing budget to include tracking and auditing for compliance.OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR a LL.M, if related.OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Master's degree.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
