The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Veterans Integrated Services Network (VISN) level.
Duties
This position is the Clinic Profiler for the medical facility and satellite clinics/healthcare system (Facility). This position provides a high level of complex and highly skilled support related to provider profile management.
Major duties for the Program Analyst position include (but are not limited to):
Coordinates clinical/provider profiles and scheduling grids, including but not limited to clinic set up and clinic maintenance.
Clinic profiles provides the vehicles to capture outpatient and related workload for Veterans Equitable Resource Allocation (VERA), MCA, and Financial Revenue Management for purposes to schedule patients, and to monitor clinic performance.
Clinic profile set up ensures the clinic structure allows the scheduling of patients, direct workload capture, accurate access wait times, direct insurance and co-pay billing; direct MCA costing, and track facility and provider performance against national, VISN and local measures.
Coordinates quality assurance efforts through assessments on workflow and procedures to develop means of improving service delivery to customers.
Monitors and conducts annual reviews of accuracy of clinic profiles to ensure facility is capturing and transmitting workload accurately for maximum reimbursement, and workload credit.
Works with services to monitor grid validation, appropriateness of Managerial Cost Accounting (MCA formerly DSS) identifiers, and count/non-count clinics, trains develops, coordinates and provides training to all areas impacting profile management and trains other staff to perform similar duties and will delegate duties, as needed.
This position reports to the Chief of Staff, Associate Director or designee.
The Incumbent is responsible for overall program management for the clinic maintenance process for the Facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.
The clinic/provider profiles set up the clinic structure, allowing the scheduling of patients, direct workload capture, direct insurance and co-pay billing, direct MCA costing, and track facility and provider performance against national, Veterans Integrated Network (VISN), and local measures.
The incumbent interprets national policies and procedures, developing and implementing local standards, defining requirements and providing advice to top management on related issues pertaining to clinic/provider profile management.
Ensures that completed profiles reflect national, network and local goals, directives, and policies. Integrates advanced clinic access (ACA) principles and initiatives, outpatient scheduling directive mandates, ambulatory data capture and workload rules and regulations, coding and billing criteria, MCA requirements into clinic structures.
Performs other duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience performing collection, compilation, and/or tracking of data and statistical information in support of organization's program operation, identifies and researches and/or analyzes problems, issues, or program requirements and composes and formats correspondence for signature, including editing and review for final signature by senior management. Uses SharePoint and Dashboard, extracting required data. Prepares presentations and reports and briefs management on results; experience calculating a variety of performance measures and financial analysis; and experience with managing budget to include tracking and auditing for compliance.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR a LL.M, if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Master's degree.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
