The Lexington VA Health Care System Planning and Development Specialist (Facility Planner) is responsible for facility and business planning activities for the two Lexington VA Health Care System divisions, the four community clinics as well as other sites of care within the local communities to include realignment of capital assets and program development and expansion initiatives.
Duties
Duties of the Management and Program Analyst - Facility Planner include, but not limited to:
Assist senior leadership in developing planning assumptions.
Develop, integrate, and monitor a Facility Operating Plan overview to guide medical center services in developing their strategic business plans
Identify gaps in markets requiring planning initiative (Pls) using standardized methodology and for submitting completed marked plans with Pls to VISN and VACO within established timeframes.
Provide full and complete support of staff functions and provides consultation to top management and service chiefs on a variety of issues.
Design, oversee, implement and/or participate in management studies, surveys, investigations or projects to develop information and recommendations for improving quality, access to care and business practices.
Consult, monitor and measure the outcomes of implemented strategies through studies which evaluate their effectiveness in meeting the needs of Veterans and achieving network operational objective.
Conduct management improvement studies and analyzing management processes and practices for improving organizational effectiveness.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identify short and long-term planning parameters required to accommodate existing and future health care demands, Establish a variety of contacts within the Medical Center and at the VISN and VACO levels, Identify and analyze public health trends and issues and their impact on Veteran health care, Consult, monitor and measure the outcomes of implemented strategies through studies which evaluate their effectiveness in meeting the needs of Veterans and achieving network operational objective, effectively communicate both orally and in writing with professional, administrative, and technical personnel at all levels, develop major and minor construction, establish project goals and objectives and providing findings and recommendations to executive leadership. projects, work closely with executive leadership team to ensure engagement of senior leadership in all aspects of facility planning, including the development of strategic goals, facility projects, objective, and performance measures, develop comprehensive reports, studies, business plans and presentations for the executive leadership team, serve as the primary liaison in coordinating study activities with participating governmental and non-governmental partners, and Analyze network-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives and whether they provide controls necessary for sound management.

Physical Requirements: Work is mainly sedentary. The position requires walking, standing, bending and carrying of light items such as papers and boos. Traveling off station to visit community clinics or meet with community partners will occur periodically. Travel for trainings and meetings will also occur. The Position will require overtime to be worked occasionally.
