Duties
This Budget Analyst position is located Chief Finance Office, Budget & Performance Division, Execution/Reports, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the primary contact on resources that support the specific mission area of the branch.
Reviews and analyzes supporting documentation for Federal
Government budget mid-year reprogramming submissions for the assigned program office, PPA, and appropriation.
May serve as an authoritative source of advice on formulation of budget estimates and guidance. Formulates and provides guidance to program offices in executing their budgets; reviews program office's operating plans and justification for conformance with program requirements; allocates funds based on the PPA and appropriation; and maintains TSA's funds control requirements to provide the internal controls necessary to prevent Anti-Deficiency Act violations.
Serves as the technical authority on budget execution and independently plans, designs, and carries out the work to be done.
Reviews, analyzes, revises, and recommends approval, disapproval or modification of budget requests and justifications. Assists assigned program offices in the development of baseline performance measures and milestones and ensures the performance measures, support and link to the DHS Strategic Plan.
Develops, recommends, and implement budgetary and financial policies. Interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-1 or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular know ledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Performing various financial management activities (i.e. calculating, monitoring, and projecting the financial status of agency-wide funds requirements and recommending reapportionments, reprogramming, or appropriate budgetary/management action) to analyze the performance of a division or program; and
Developing, implementing, monitoring, and reporting on the execution of financial plans to address problems and ensure an agency's ability to achieve its mission.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
