About the Position: Kimbrough is the headquarters of the U.S. Army Medical Department Activity, Fort George G. Meade, includes a number of U.S. Army health clinics at several installations in MD, PA, VA, & DC. It provides primary, selected specialty care & same day surgery for TRICARE Prime patients.

Duties
Serve as the liaison between supervisors of the Medical Department Activity (MEDDAC), and several Army Corps of Engineers regional and field offices.
Manage Committee as part of The Joint Commission (TJC) Compliance and remediation program.
Plan work to be accomplished by subordinates, setting priorities and scheduling its completion.
Develop a comprehensive program of facility maintenance and repair for assigned facilities.
Serve as Contracting Officer Representative (COR) for all minor construction or repair projects, reviews and approves drawings and estimates for materials and labor.
Determine the total budgetary requirements to support the assigned facilities operations, maintenance, and repair plans.
Prepare narrative budget justification for MEDDAC Commander review and submission to higher headquarters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience which includes (1) Managing a maintenance program for office or hospitals, or multipurpose installations; (2) Developing preventive maintenance programs for a facility; (3) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and (4) Estimating material and labor costs for a variety of construction or maintenance projects(such as cost of material), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
