About the Position: Serve as a Plans Specialist for the Director of Plans Training Mobilization & Security Plans Division. The Plans Division is a unique Emergency Management Force Protection response organization. This is a PERMANENT Plans Specialist position with the Directorate of Plans, Training, Mobility and Security (DPTMS) Plans/Operations Branch located at Fort Jackson, SC.
Duties
Conducts mission analysis, risk analysis, and preparations for deploying Fort Jackson Assets.
Initiates operations planning and establishes communications with chain of command.
Coordinates strategies including Emergency Management Operations, Plans Management, Emergency Management Planning, notification, deployment of liaisons (LNOs), Courses of Action (COA).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment drug test screening, and random testing thereafter.
- This position will require some periodically recurring work on weekends and holidays.
- Special work scheduling requirements exist for this position, which may require the incumbent to work various shift operations (e.g. 12 hour shifts, 4 hour shifts on short notice).
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time. Work requires overnight travel from normal duty station on a regular basis.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- Position has been designated Emergency Essential.
- May occasionally be required to use protective clothing such as boots, goggles, or gloves, and must be physically able to wear chemical protective gear and full-face chemical protective masks.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes conducting risk and mission analysis, developing comprehensive operational strategies, and planning courses of actions to support emergency management planning processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: s public administration, master of science in management, policy management, accounting, business, finance, management, marketing, organization and management, business administration, or industrial management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
