Duties
Duties include but are not limited to:
The incumbent performs developmental assignments of moderate difficulty where work procedures are established and several specific guidelines exist. Work assignments consisting of a series of specific and related tasks that have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques.
The incumbent analyzes routine problems that are encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance. Incumbent works with the GSA Fleet Card Accounts and is responsible for overseeing and maintaining fleet credit cards for more than 600 fleet cars between campus fleet and Hospital fleet loaners.
Incumbent is responsible for reconciling credit card transactions, distributing and discontinuing credit cards. The incumbent will reconcile the monthly GSA Fleet Car report. Performs internal audits to help maintain control on usage of credit cards and/or misuse of the fleet cars program. The incumbent also performs External semi-annual audit on all fleet cars and reconcile tickets received by current drivers of GSA vehicles.
The incumbent maintains funding for GSA Accounts and is the Liaison between Engineering Service, Logistics, and Contracting Services. The incumbent will monitor and follow up on transactions, equipment, supply requests and contracts status, submitted by Engineering Service, ensuring the correct documents, forms and attachments are completed and submitted.
The incumbent participates in special Initiatives, studies, and projects and works with other analysis in planning and conducting special initiatives, studies, and projects. The incumbent assists in preparing reports and briefings, outlining study findings and recommendations.
The incumbent prepares written correspondence and other documentation. The incumbent drafts or prepares a variety of documents to include responses to routine inquiries, reports, tellers, and other related documents.
The incumbent will be responsible for promoting a culture of safety and will fully cooperate in efforts to improve patient safety and eradicate potential events including the reporting of events resulting in actual or potential injury to a patient. Incumbent must demonstrate knowledge of the reporting procedures involving safety issues relating to patients.
The incumbent will meet the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
The incumbent will protect printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 2006 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy from unauthorized release or from alteration, or unauthorized deletion. The incumbent will follow all applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Conducting special analytical studies designed to resolve critical programmatic, organizational or functional problems. Knowledge of statistical reports is central to carrying out the responsibilities of the position. Must be able to develop presentations with the sensitivity required by complex patient and staffing issues. Astute in establishing and maintaining effective communications with persons both within and outside the organization, from diverse backgrounds and levels of education and competence. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Education: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related . (TRANSCRIPT REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond: 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. (TRANSCRIPT REQUIRED).

Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves standing and walking during interactions with Executive Leadership, Service Chiefs, Supervisors, and other medical staff and as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
