This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Human Resources Assistant (OA) in the Civilian Human Resources Agency (CHRA), Army Civilian Career Management Activity (ACCMA) Operations and Plans Directorate, Talent Acquisition Division, ACCMA Recruitment Cell..

Duties

Provide recruitment and placement support services to Human Resources (HR) Specialists. Assist in recruitment activities by arranging for physical exams, drug testing, making job offers, coordinating Entrance on Duty Dates/release dates and processing pre-appointment security checks. Review and update online pre-employment report, track pre-employment appointments and identify and follow up when needed to expedite the hiring process. Initiate candidates/new hires in the Personnel Security Investigation Portal (PSIP) for appropriate background and/or security clearance. Utilize USA Staffing, Civilian Personnel Online Portal Event Tracker, and other automated systems to respond to inquiries, assign documents and tasks in the USAS New Hire record, and ensure applicable case files are uploaded to the New Hire Record. Ensure accuracy and timeliness of information, spelling, grammar construction, punctuation and presence of necessary enclosures.

  • Position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. General experience at the GS-05 Level: One year of general experience which includes: performing a range of clerical tasks; inputting data into automated systems; assisting with investigating and reconciling routine data discrepancies; and assisting with reviewing documents for accuracy. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Specialized Experience at the GS-06 Level: One year of Specialized experience which includes: maintaining personnel records and utilizing automated personnel systems to support a human resource program. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Specialized Experience at the GS-07 Level One year of Specialized experience which includes: assisting Human Resources Specialists in staffing and recruitment processes using human resources rules and procedures as well as utilizing computers and software programs to enter data, complete forms, and correct errors and omissions in human resources documents and records. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-06 and GS-07, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
