This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Dense Industrial Base & Major Range and Test Facilities Base in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Defense Health Agency Center of Excellence is seeking to fill a Human Resources Assistant (Recruitment & Placement) position. The selectee will provide recruitment and placement support services for Human Resources Specialists.
Duties
Provide recruitment and placement support services to HR Specialists.
Assist in recruitment activities by arranging for physical examinations, verifying Veteran's preference, making job offers, coordinating start dates and processing pre-appointment security checks.
Use personal computer, word processing and/or other office automation equipment with various software programs.
Respond to customer inquiries on such matters as procedures for filing applications, status of recruitment announcements, types of vacancies in the organization serviced, and hiring procedures and announcements.
Produce correspondence, memoranda, directives, forms, and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
Qualifications
The position may be filled at either the GS-06 or GS-07 level. If selected at the GS-06 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for GS-06 level:
Specialized Experience: One year of specialized experience which includes providing customer service by email or telephonically; providing clerical support to staff (i.e., writing correspondence, maintaining files, consolidating reports, etc.); and inputting and/or retrieving data using an automated system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Basic Requirements for GS-07 level:
Specialized Experience: One year of specialized experience which includes conducting administrative duties in support of a Human Resources program utilizing standardized human resources rules, procedures, and operations to accomplish routine support within the organization; providing customer service by email or telephonically; and inputting and/or retrieving data using an automated system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
