The Program Specialist (Assistant Trainer) position serves as a Training Assistant within the Medical Administration Service (MAS) of the Malcom Randall VA Medical Center. The incumbent is aligned under the Data Quality Section of MAS and will coordinate and facilitate training, providing knowledge and guidance to the appropriate frontline and supervisory administrative staff throughout the North Florida / South Georgia Veterans' Health System (NF/SGVHS).

Duties

The Program Specialist (Assistant Trainer) will coordinate and facilitate training, providing knowledge and guidance to the appropriate frontline and supervisory administrative staff throughout the North Florida / South Georgia Veterans' Health System (NF/SGVHS). Duties include but are not limited to: Assists in identifying and determining training priorities of the department. Conducts and administers training programs, developing, and improving training guidance and will facilitate classes or other group-setting instruction. Assists in developing guidelines, instructional methods, reference materials, etc. and new or improved applications of educational technology to MAS training programs. Upon request of MAS management, assists in creating specialized training agendas and/or orientation plans which detail the scope and functions of MAS, for new hired employees outside of the department (e.g. Administrative Officers, Chief Medical Officers, administrative supervisors, administrative fellow/interns, etc.). Assist in developing and updating training guides, plans, written internal procedures for the MAS workforce. Assist the MAS Training Coordinator with entry and tracking of all employee education and training hours, utilizing established computer system software (Talent Management System); assists in sharing information on personal development and leadership training programs for MAS staff. Routinely uses Microsoft Word, Excel and PowerPoint software to develop training tools and materials. Provides didactic and hands on training to the staff on the following: Scheduling, Kiosks, Monthly MAS Newsletter, and emergency management planning activities. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am to 4:30pm, Monday -Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023. GS-07 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Specialist (Assistant Trainer), GS-07 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-05 level in Federal service to qualify at the GS-07. Examples of specialized experience include: Provides support to clinical services by helping their departments learn and understand how to effectively use software. Assists in developing and updating training guides and plans and written internal procedures. Assists in reviewing, analyzing and evaluating training courses and programs which are related to program areas. Conducts and administers training programs. Performs scheduling audits to identify inconsistencies and clinic areas in need of training. OR, GS-07: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess 1 full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-07: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Specialist (Assistant Trainer) position, which may be substituted to meet the experience requirements for GS-07 position. GS-09 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Program Specialist (Assistant Trainer), GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-09. Examples of specialized experience include: Instructs staff how to properly schedule appointments in accordance with directives and established guidelines. Assists Training Coordinator with entry and tracking of all employee education and training hours. Develops and improves training guidance. Assists in creating specialized training agendas and/or orientation plans. Facilitates classes or other group-setting instruction. OR, GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed over 1 year of graduate education and specialized experience directly related to the work of the Program Specialist (Assistant Trainer) position, which may be substituted to meet the experience requirements for GS-09 position.
