THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (APPSW) TITLE 5, Position Description Number T5242000 and is part of the IL USPFO, National Guard.

Duties

As a IT SPECIALIST (APPSW) TITLE 5,GS-2210-11, you will perform studies of new or modified computer applications, develop a plan to accomplish the needed work and to perform the required programming work. Major Duties - This is NOT an all-inclusive list: Design the program structure of files and records and determine detailed sequences of action in program logic. Code, test, debug, and document programs. Respond to problems by diagnosing and correcting errors in logic and coding. Review and analyze the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems. Conduct studies concerning the feasibility of proposed new systems development projects. Review and analyze current systems. Determine time and cost savings, man-hour and material requirements, hardware capabilities, and overall impact on resources. Work closely with customers to determine required functional requirements and to translate functional requirements into design specifications. Integrate multiple operating systems and coordinate between functional areas that necessitates unusual coordination and organization requirements. Advise on the best methods to accomplish a project. Recommend improvements to current applications. Propose needed re-design studies.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In Grade requirements also apply to former Federal employees applying for reinstatement. GENERAL EXPERIENCE:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies: attention to detail, customer service, oral communication, and problem solving. SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess specialized experience which include at least one year of specialized experience at the next lower level competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled; such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
