The primary purpose of this position is to provide unlimited warrented contracting officer services for the Electronic Systems Center (ESC) including acquisition plannining, solicitation, proposal evaluation, negotiation, contract pre-award and post-award management activities.
Duties
-Performs as technical lead and unlimited warrent contracting officer for pre- and post-award functions (e.g., acquisition strategy development, presentation and clearances) for procurements involving complex and non-complex contractgs in support of the ESC mission, to include highly splecialized, new, and innovative products and services in the systems, logistics, and operational arenas.
-Oversees/executes the administration of complex contracts for the procurements involving requirements for highly specialized, new, or innovative equipment and services and for other complex programs. Manages and performs contract administration functions (i.e., contract scope determinations, contract modifications, supplemental, agreements, justifications, and approvals, approval review/fair opportunity evaluations, and claims disputes and contract terminations.
-Oversees the analysis and evaluation of cost and pricing data to determine price reasonableness when revevant historical data and pricing precedents are generally not available or require extensive adaptation.
-Cooperates with team members within the contracting arena and contacts within ESC and Command to provide continuing acquisition support and guidance directed toward achievement of goals and objectives.

- Employee serves as an unlimited warrented contracting officer and must complete required forms in accordance with provisions of the Federal Procurement Policy Act (41 USC 432).

- This position is Acquisition Category C, and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than three (3) years after accepting this position.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020.
BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts.
NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who:
1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000;
OR
2. Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR 3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102.
BASIC QUALIFICATION REQUIREMENTS FOR CONTRACTING POSITIONS: In addition to meeting, the basic educational requirement as well as the requirements in the table above, applicants must have:
Have at least two years of experience in contracting positions; and
Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the preaward or postaward phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. NOTE: You must submit copies of your official transcripts & Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of contract negotiation, administration and termination principles, policies, procedures, and technical requirements applicable to pre- and post-award actions for a variey of contracts.
2. Knowledge of business practices and market conditions applicable to program and technical acquisition requirements and negotiation straegies to effectively negotaite highly complex procurements of extensive services and high technology equipments systems for weapon systems, logistice, and operational arenas.
3. Knowledge of price and cost analysis suffcient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
4. Knowledge of the methods and techiniques of fact-finding, analytical suffcient for analysis and resolution of complex problems; and the principles and practices of team building and knowledge of security policies and requirements for protecting classified and sensitive information.
5. Ability to apply precedents found in Government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; and the ability to properly apply funding rules associated with obligation of multiple types of appropriations.
6. Ability to establish performace goals and assess progresstoward thier achievement, and develop concrete action plans to solve problems; to adjust work operations to meet emergencies, changing programs or production requirements within available resourses and with minimum scrifice of quality or quantity of work; and the ability to communicate effectivly both orally and in writing.
CONDITIONS OF EMPLOYMENT CONT'D:

This is a Contracting position and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than three (3) years after accepting this position." 2. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
3. This position has been designated by the Air Force ad a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and period short notice drug testing. Illegal drug use by employees in sensitive positions presents presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
