The primary purpose of this position is to provide analysis and evaluation of contracting matters as well as to interpret, initiate, develop, and recommend contracting policies, procedures, and guidance for a Systems Program Office, Center, MAJCOM or equivalent contracting organization and subordinate contracting activities.
Duties
1.Serves as principal advisor to subordinate contracting activities and/or other acquisition team members and provides technical expertise in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process.
2. Reviews and evaluates contract actions from the inception or requirements through contract award to ensure regulatory and procedural requirements have been met for PEO programs; ACAT rated programs; enterprise-wide strategic sourcing initiatives or program affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems, and/or programs and equipment that are not well defined or span successive program stages.
3. Conducts training of contracting personnel to improve organization performance.
4. Participates in special projects and initiatives and performs special assignments.

Qualifications
Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, DoD Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development.

BASIC EDUCATION QUALIFICATION REQUIREMENTS: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.
OR A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724.
SPECIALIZED EXPERIENCE: Applicants must meet the mandated bachelor's degree AND have or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to the GS-12 grade level or equivalent in the Federal service. Specialized experience includes, but is not limited to performing research to provide guidance and recommendations on specific questions and general contracting issues; developing, revising, and recommending policies, procedures, materials, and implementation instructions; reviewing and evaluating the adequacy and completeness of contract actions and the quality of procurement decisions; developing and conducting training to improve the organizations performance; and acting as a project officer on complex and sensitive projects and studies for the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities.
2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of factfinding/market research.
3. Analytical skill sufficient to evaluate audit reports, regulations, and other relevant material as a basis for developing and implementing guides or procedures.
4.Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from subordinate activities, and to represent the department or agency on task forces, and skill in written communications sufficient to develop and publish regulations and materials.
5.Ability to recognize and analyze problems, conduct research, summarize results, make appropriate recommendations, prepare training materials and conduct training.
6. Ability 10 set priorities, establish goals, and assess progress toward their achievement for completion of multiple assignments based on the needs of the organization and their customers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
