The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to AFLCMC/HNCK. Organizational location of this position is: Air Force Materiel Command (AFMC), Air Force Life-Cycle Management Center (AFLCMC), C3I & Networks Contracting (HNK), Lackland AFB, TX.

Duties

DUTY 1 - Plans, organizes, and directs the activities of Procurement Contracting Officer(s) and buyers, ensuring that HNC contracting support complies with legal and regulatory requirements and meets customer needs. DUTY 2 - Exercises supervisory personnel management responsibilities. DUTY 3 - Represents the Contracting organization with a variety of installation and functional area organizations. DUTY 4 - Performs as technical lead and unlimited contracting officer for pre and post award functions (e.g. acquisition strategy development, presentation and clearances) for procurements involving complex and noncomplex contracts in support of the AFLCMC mission, to include highly specialized, new and innovative products and services in the systems, logistics and operational arenas.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee hold and retain an unlimited contracting officer warrant, this requires passing a written test and an oral board.
  • This position is Acquisition Category Contracting Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • Financial Disclosure: Incumbent is required to file an OGE Form 450 (Financial Disclosure Report), in accordance with the Joint Ethics Regulation, upon appointment and will be required to file annually.

Qualifications

***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Supervision" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your official transcripts. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.** NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting, the basic educational requirement as well as the requirements in the table above, applicants must have: Have at least two years of experience in contracting positions; and Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of contracting principles, laws, statutes, Executive Orders, regulations and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized equipment, services, commodities, logistics, construction, etc. using a wide range of contracting methods and contract types. In-depth knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, contractor performance and to determine acquisition strategy and sources. Thorough knowledge of up-to-date market research procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of a wide range of contract negotiation, administration and termination principles, policies, procedures and technical requirements applicable to pre-and post-award actions for a variety of contracts; knowledge of business practices and market conditions applicable to program and technical acquisition requirements and negotiation strategies to effectively negotiate highly complex procurements of extensive services and high technology equipment systems for weapon systems, logistics and operational arenas. 2. Excellent knowledge of Competitive Sourcing and Privatization (CS&P) contracting processes and procedures; price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position. 3. Knowledge and completion of all Defense Acquisition Workforce Improvement Act (DAWIA) requirements and knowledge of various contracting and procurement specializations and applicable contract types; knowledge of the methods and techniques of fact-finding, analysis and resolution of complex problems; the principles and practices of team building. 4. Knowledge of safety and security policies and requirements for protecting classified and sensitive information. 5. Skill in use of computer systems and business software, and automated acquisition systems (Con Write). 6. Expert ability to apply precedents found in Government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; the ability to properly apply funding rules associated with the obligation of multiple types of appropriations. 7. Ability to establish performance goals and assess progress toward their achievement and develop concrete action plans to solve problems; to adjust work operations to meet emergencies, changing programs or production requirements within available resources and with minimum sacrifice of quality or quantity of work; and the ability to communicate effectively, both orally and in writing. 8. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. 9. Ability to inspire, motivate and guide others toward goal accomplishments. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual be applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
