You will serve as a Public Affairs Specialist in the Office of Corporate Communications of NAVAL SEA SYSTEMS COMMAND.

Duties

You will develop new methods, strategies and communication plans to include presenting information on a wide variety of complex and scientific subjects using the full array of written and oral presentation formats and techniques. You will establish and maintain effective working relationships in achieving understanding with groups indifferent to or having opposing points of view to programs and policies. You will serve as an expert analyst responsible for administering or performing work to establish and maintain mutual communication between NAVSEA programs, the general public, and various other pertinent publics. You will develop recommendations on the formulation and articulation of NAVSEA corporate program policy in communicating such programs more effectively. You will plan, organize, and evaluate communication strategies, programs, and materials. You will serve as a recognized expert consultant for management to advise on the potential public reaction to proposed policies. You will develop new ways of gathering input from a variety of individuals and groups with conflicting views and interests. You will write talking points, speeches, statements, news releases and articles for publication. You will establish and maintain working relationships with representatives of the news media, trade associations, special interest groups and other relevant organizations. You will respond to queries from news media, the general public and representatives of commercial, industrial, legislative and other organizations. You will represent the organization in the position's area of expertise at meetings within NAVSEA and with external organizations.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector conducting public affairs functions or activities (e.g. media relations, platforms and inquiries, special events, community outreach and relations, marketing campaigns, or strategic communication planning and development) to promote awareness of an organization's mission and objectives.
