You will serve as a PUBLIC AFFAIRS SPECIALIST in the Public Affairs Office, Naval Facilities Engineering Systems Command (NAVFAC) Headquarters, ECH II.

Duties

You will Identify public communication requirements inherent in disseminating policy decisions. You will arrange photo and video graphic opportunities for journalists and other related media professionals. You will advise agency management on policy formulation and the potential public reactions to proposed policy. You will conceptualize, design, and/or develop media strategies to submit recommendations to supervisory levels for approval. You will assist with the execution of the annual public affairs budget allocation for labor and non-labor funding resources for headquarters, three echelon 3 commands and eleven echelon 4 commands. You will evaluate organization-wide programs to provide guidance on information to be released.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is mission essential performs functions that are necessary to ensure the continued operations at all times.
  • This position is designated Emergency-Essential (E-E). In the event of a crisis, the incumbent, or designated alternate, will continue to perform the E-E duties until relieved by the proper authority.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Researching and developing informational materials (such as web content, audio, video, news releases, social media channels, etc.) and communications campaigns for release of information to targeted audiences; 2) Creating, adapting or modifying communications plans based on an analysis of targeted audience, demographics and message content in order to reach a target audience with a specific messaging; 3) Establishing and maintaining effective working relationships with news media organizations, national and regional civic, business, professional, educational and military groups, community leaders and private organizations to establish and enhance inter-communication; function as command spokesperson on public affairs issues; 4) Developing new methods and approaches in planning, integrating and evaluating the agency's overall public affairs program; and, analyzing public affairs campaigns in terms of their effectiveness in meeting the information needs of the Command's intended audiences; 5) Implementing the requirements, monitoring contract performance, evaluating contract work progress, exercising technical direction within the scope of contracts, inspecting and accepting completed work on behalf of the government, assisting with completion of the contractor performance evaluations, reviewing invoices and making contractor payment recommendations, and assisting with the required contract closeout steps; and 6) Analyzing, formulating, and executing annual budget allocation for labor and non-labor funding resources, and planning, coordinating controls, reporting allocation and utilization of resources for enterprise-wide program.
