Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023.
As a INTERNATIONAL PROGRAM SPECIALIST (PROJECT MANAGER) at the GS-0301-12/13 some of your typical work assignments may include:
Directs and manages the implementation of one or more programs, portfolios, and/or projects.
Prepares program-wide and individual project plans, acquisition baselines, acquisition strategies, implementation plans, and funding plans.
Establishes realistic program/portfolio-wide and individual project goals, metrics and priorities; provides for the timely dissemination of program results, and keeps DTRA CT Management.
Serves as the primary technical manager for assigned CTR projects and prepares project plans, acquisition program baselines, acquisition strategies, implementation plans, and funding plans for assigned CTR projects.
Responsible for managing, planning, programming, budgeting, and execution of multiple efforts within assigned geographic area to ensure success of assigned CTR projects.
Directs assigned professional staff of government personnel and contractors.Responsible for developing technical requirements and specifications.
Establishes realistic goals, metrics, and priorities; provide for the timely dissemination of program results.
All actions are executed within federal acquisition guidelines.
Position serves as the primary technical manager for assigned CTR projects.
Prepares a prioritized technical program within specified time and fiscal constraints.
Prepares project plans, acquisition strategy plans, implementation plans, and funding plans for CTR projects.
Close interaction with other DTRA directorates and CTR divisions is required. These include, but are not limited to, the Acquisition Logistics and Resource Management Directorates and CTR Program Integration Division.
Conducts periodic reviews to monitor execution of assigned projects and reports progress to the supervisor on a regular basis.
Actively promotes, implement, and enforce best practices, as well as KPIs related to IT/KM/RM, system development, and travel in compliance with Federal, DoD, DTRA, and CTR policies.
Familiarity with IT portfolio management under the purview of Federal and DoD guidelines, including developing and maintaining IT products and services in alignment with DTRA approved policies, software, and network limitations.
Familiarity with knowledge management strategies and solution delivery to promote efficient content storage and delivery.
Familiarity with implementing and maintaining electronic and non-electronic records management, document storage, and destruction policies and procedures in compliance with National Archives and Records Administration (NARA) and DoD requirements, guidelines, and procedures.
Familiarity with managing software developers, testers, and cyber security professionals to build, maintain and enhance web-based systems in support of DTRA.
Familiarity with DoD specific travel policies and procedures for foreign and domestic travel.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Experience managing IT portfolios and managing IT projects to include requirements development, overseeing development & testing, and managing sustainment.
Experience working with government travel policies and procedures.
Experience working with knowledge management (KM) or records management principals.
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Experience assisting with government IT capabilities.
Experience assisting with government travel policies and procedures.
Experience assisting with knowledge management (KM) or records management principals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
