Duties

The major duties of the Information Technology Specialist (Customer Support) position include, but are not limited to, the following: Develops and implements long-term information management plans to ensure robust and efficient communications, data processing and GIS capabilities. Supervises and directs employees of the Technical Services Branch and is responsible for providing the full spectrum of supervision to a subordinate staff in a number of specialty areas within the Information Technology, telecommunications, radio and Geographic Information System (GIS) fields, some of whom work remotely. Ensures that IT services are delivered to customers in accordance with customer service standards and provides technical IT support to serviced organizations to ensure that IT programs and activities are timely executed and meet standards and requirements. Ensures subordinate IT staff use appropriate judgment in providing strategic advice and operational services to the organizations served and that IT data integrity is maintained. Assists the Technical Services Branch Commander and Deputy Chief, Services Division with IT matters and provides recommendations and alternatives for delivering IT services within the IT Operations Group, as necessary.

Qualifications

All qualifications must be met by the closing date of this announcement-12/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for the Information Technology Specialist position, you must meet the following requirements by the closing date of this announcement: Basic Qualifications: EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must provide transcripts. All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. -OR-EXPERIENCE: Paid or unpaid experience and/or completion of specific intensive training in information technology demonstrating all of the following competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and, 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level encompasses the planning and carrying out complex assignments in the delivery of customer service. Specialized experience for this position must include all of the following: providing policy and program direction for information technology, information assurance and information Management resources; implementing security and IT Programs; evaluating systems and network products for use; managing major technical information technology projects; evaluating policies and sensitive compartmentalized information and developing procedures on information security issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-13 grade level of this announcement.
