This position is located in the Department of Homeland Security, Office of the Chief Human Capital Officer, Springfield, Virginia.

Duties

This position is located in the Office of the Chief Human Capital Officer (OCHCO), Learning, Education, and Development Strategy (LEADS), Learning & Development Institute (LDI). The primary purpose of this position is to analyze and advise management on the design, startup, operation, growth, and effectiveness of the HR Academy. This position will also support the stand-up of the HR Academy and running the day-to-day operations of the HR Academy, inclusive of creating Career Path Guides, creating a roster of HR training courses from OPM and other sources, and standing up an HR intern program. Duties performed: Serving as principal/senior analyst and advisor to the Supervisor of LDI on a wide range of issues related to the managerial policies, theory, practices and procedures governing the HR Academy and its programs. Reviewing existing and emerging policies from the Office of Personnel Management (OPM) that may impact OCHCO's technical and organizational ability to perform its mission. Coordinating stakeholder key interests and develops HR Academy charter to include; mission, vision, goals, objectives, and scope. Auditing HR Academy training programs for effectiveness; developing procedures and systems for assessing the effectiveness of HR Academy programs/management processes. Directing and developing plans for HR Academy project teams, detailees, and volunteers in accomplishing/producing projects/studies.

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Leading projects tasked with developing or implementing employee development/training initiatives; Evaluating the effectiveness of employee development/training programs within an organization; and Communicating with stakeholders on issues concerning employee development/training programs. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Only the first five pages of your resume will be used to make an eligibility/qualifications determination. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification.
