Duties

This Legislative Affairs Specialist position is located in Chief Finance Office, Appropriations Team, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Advises CFO's Assistant Administrator (AA), Deputy Assistant Administrator (DAA), and the Senior Advisor for Appropriations on congressional activities and legislative strategy and as assigned, leads the coordination of timely briefings, technical drafting assistance to Congress on appropriations-related bills affecting TSA interests, managing of congressionally mandated requirements, addressing formal and informal requests for information, and reviewing official responses to congressional Members, Committees, and staff. This includes coordination with senior program leadership and staff across TSA, the DHS Budget Office, to prepare unified and cohesive presentations to Congress. Provides expert budget, appropriations, and legislative advice consistent with the U.S. House and Senate rules and ethics in presenting a strategic framework to promote the agency's legislative initiatives. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Works with CFO leadership to determine critical needs and craft and implement the strategies and products required to meet those needs. Independently initiates and implements internal organizational procedures and processes within their portfolio. Works with the Senior Advisor for Appropriations to plan, instruct, and direct budget, appropriations, and legislative strategy as a vital part of the CFO organization, and continually develops solid working relationships and effective communication with the Senate and House Committees on Appropriations and their staffs to ensure timely and accurate responsiveness to DHS, TSA, and congressional mandates and directives. Frequently resolves issues without all applicable details being present. The incumbent must be able to ascertain the full scope of potential legislative and budget changes needed to accomplish objectives based on the stated requirements, in order to ensure that congressional products are fully responsive to the need. Demonstrate resourcefulness and initiative in departing from traditional methods in order to develop new approaches and strategies in the legislative and congressional relations arena. Provides expert guidance to other CFO staff and TSA offices and programs on complex budget, appropriations, and legislative issues and situations. Analyzes a wide variety of information and issues pertaining to legislation, Members of Congress, and other related matters. The incumbent is delegated the authority to act independently to resolve inquiries, gather information, and make recommendations. Offers solutions to current, anticipated, and challenging problems which cross organizational lines and disciplines and impact strategic objectives. Incumbent has wide latitude in task completion methodology.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Conducting legislative research and drafting papers or talking points on transportation or homeland security legislative matters; and Coordinating resolution of congressional appropriations and/or budget related inquiries and requests from appropriations committee staff in support of an agency's operations; AND Researching, analyzing, and compiling information concerning past, present, and proposed legislation; monitor various legislative meetings/sessions in order to advise senior level officials of significant issues or modifications; AND Managing an appropriation and/or legislative portfolio that has diverse and/or complex issues and objectives. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
