This position is located within the VISN 06 Network at the Central Virginia VA Health Care System. The incumbent reports directly to the Chief Nurse, Ambulatory Care and is responsible for providing a wide range of administrative tasks for the Ambulatory Care Nursing Service which is aligned under Nursing Service.
Duties
Major duties and responsibilities include but are not limited to:
Responsible for the overall administrative management of the Ambulatory Care Nursing Service units.
Interpreting administrative policies, developing local polices, defining administrative requirements and providing advice to the Chief Nurse on related issues.
Provides substantial input into policies and action plans to ensure compliance with VA Central Office (VACO), VISN, Joint Commission, and other entities as appropriate regarding all phases of performance improvement and quality management programs within the service.
Monitors performance, suspense actions, and enforces the direction to ensure closure of issues.
Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the flow of information and overcome bottlenecks in the administrative process. Independently secures the required administrative and managerial support to meet operating requirements.
Responsible for all Service correspondence.
Prepares, edits, and archives all official correspondence requiring the Associate Chief's signature or approval. Prepares and tracks proficiencies progress, standard operating procedures, and submits and monitors work orders.
Manages timekeeping, VATAS, and Accustaf for Ambulatory Care Nursing, along with labor mapping and ADPAC duties.
Ensures all staff utilize the Training Management System (TMS) and monitors TMS use, as well as training completions for TMS compliance reports for Nurse Managers. Attends briefings and meetings on behalf of the Associate Chief in his/her absence.
Schedules and coordinates service meetings, prepares agendas, and prepares minutes for each; these may include meetings for the Nurse Managers and Nurse Navigators. May be assigned to various committees within the Service and Medical Center including task forces for strategic planning.
Coordinates the personnel management program for Ambulatory Care Nursing Services, performing or overseeing the human resources requirements.
Acts as the liaison with the Human Resources Office concerning personnel-related matters and advises the Chief Nurse regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities.
Provides advice and assistance to the Associate Chief Nurse, Nurse Managers, and staff concerning Federal and agency personnel processes and procedures. Performs the full range of personnel management and administration for the Service with varied functions and activities, including standard operating procedures (SOPs).
Prepares presentations related to performance improvement charters, financial, space, discussions with public relations and media and equipment programs.
Analyzes and evaluates the effectiveness and efficiency of the processes of the Service Line program operations in meeting established goals and objectives utilizing the data of VSSC, Pyramid, and VistA, along with analytical systems reviews.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 and for a GS-11 position you must have served 52 weeks at the GS-09.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. (Transcripts required).

Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes: Working with budget, human resources, correspondence management, contract management, document control, etc.) and methods, as well as substantive issues relating to service operations and efficiency. Conducting in depth studies and analyzes a wide variety of programs, functions, and processes in clinical and administrative fields, conducting evaluative analysis and making recommendations.

To qualify based on education for this grade level you must have Ph.D. or equivalent doctorial degree or 3 full years of progressively higher level education leading to such degree or LL.M., if related. Physical Requirements: The work is primarily sedentary, but occasional standing, walking, stooping, bending, and carrying items weighing 25 pounds maybe required. Assignments may occasionally involve longer periods of standing, bending and stooping to observe and facilitate group projects or activities.
