The Miami Florida VA Medical Center is currently recruiting for a Program Applications Specialist (PAS) in the Health Administration Service (HAS). The PAS is responsible for the operation of Patient Information Management System (PIMS) core package; training and user support; and participation in implementation and testing for new systems and programs. This position provides subject matter expertise for the application and operation of VISTA and additional business office programs as added.

Duties

The Program Application Specialist utilizes VHA regulations, policies, and procedures, regarding centralized information systems such as Scheduling and Enrollment, Health Data Repository, Corporate Franchise Data, and local Miami VAHS policies. It is expected that he/she understand and administer information technology for both software and hardware applications which are diverse and complex and require a varied background in computer knowledge. The Program Application Specialist is responsible for the following duties but are not limited to: Assemble ongoing data collection and performs analysis to determine optimal organizational performance. Perform a continuing evaluation and analysis to assess program effectiveness and to identify areas requiring management attention. Develop training ( i.e. materials, local standard operating procedure (SOP) manuals, develops, utilizes monitoring tools, and/or provides for the implementation of Business Office programs through on-site education and training. Collaborate with other staff to identify information needs and/or develops data collection methods and report formats to meet those needs. Operate compile, summarize, and analyze the data collected and/or develop reports which reflect the scope of activities and identifies trends and opportunities for improvement. Represent the coordination, planning, implementation, training for service and/or facility staff in business and functional areas for various information technology VISTA packages. Analyze utilization trend data on a monthly/quarterly basis to verify the accuracy of the data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and/or recommend appropriate actions. Maintains records, prepares project administrative and statistical reports, assures compliance with review process, and monitors compliance with program requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing reports, data processing, extracting and retrieving data for reports, utilizing VISTA and other software programs. Experience researching and utilizing VA policies, VA directives, and etc. You will be rated on the following Competencies for this position: Database AdministrationDatabase Management SystemsEducation and TrainingSecurity Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
