This position is located in the Health Resources and Services Administration, Bureau of Health Workforce, Executive Office, Financial Management Team. The duty location for this position is Rockville, MD.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
Major Duties
As a Budget Analyst at the GS-12 or GS-13 level, your major duties and responsibilities include:
Performing operational program budget execution duties that funds are used for purposes, time and in the amount of time of the appropriation for which it is successfully apportioned and allocated.
Using Budget Execution Systems which work with standard DHHS/Unified Financial Management System and all feeder systems.
Reviewing historical financial operating data and trends to prepare and/or validate estimates.
Assembling and develops background data and documentation in support of requested program budget for the reference and evidence in formulating the organization's operating budget.
Preparing data summaries for inclusion in routine and special reports on budget execution.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: In order to qualify for position at the GS-12 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of minimum qualifying experience equal to the GS-11 include performing the following types on a regular and recurring basis:
1. Recommending budgetary adjustments to support requests for increases, decreases, or movement of funds.
OR
2. Monitoring and executing budgets and fiscal accounts for an organization.
GS-13: In order to qualify for position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying experience equal to the GS-12 include performing the following types on a regular and recurring basis:
1. Managing the budget execution and/or formulation needs of an organization's operating budgeting process.
OR
2. Monitoring the execution of approved operating budget to assure that funds are properly allocated
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation, and execution.
FINANCIAL BUDGET AND PROGRAM ANALYSIS - Obtains financial information from within and outside of an organization for relevant guidance or other information; reviews and evaluates the financial data and makes recommendations as appropriate.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
