Duties

Serves as functional manager for the Property and Real Estate Division internal control program to ensure compliance with OMB A-123 Department of Defense and Defense Logistics Agency property -- -- accountability policies and procedures associated with the Property Management Internal Control Program. Complete and review reports, analyze trends, timeliness of processing actions, status of actions and identify discrepancies or deficiencies. Leads efforts to develop property accountability strategies, processes, and initiatives to better position the organization's property audit readiness for current/future DoD and DLA property management program compliance execution. Identifies trends or issues within the Federal Government that may affect the DLA Installation Support Directorate, Property and Real Estate Division DM-IP property management audit program. Participates in joint efforts to analyze and assess internal controls and risk mitigation planning and development. Develops property management risk management training and communications to enhance understanding, awareness, and utilization of effective risk management practices at all levels of the organization.

Qualifications

To qualify for a Property Internal Controls Program Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge of a major area of internal control property programs management or uses comprehensive knowledge of accountable property requirements to function as a technical authority in this area. Expert knowledge of Real Property and General Equipment property accountability internal controls to develop and recommend solutions. Communicating orally and in writing, with well-honed interpersonal skills and the ability to adapt to an ever-changing work environment. Knowledge of property internal controls processes improvement concepts and systems, including Strategic Planning, productivity programs, and initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
