About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as the administrator for all civilian personnel actions; provide technical guidance and assistance to four subordinate training battalions.
Duties
Advise the Brigade Senior Civilian on all aspects of civilian personnel management essential to the direction and operations of the command.
Act as liaison between the organization, higher headquarters, and the Civilian Human Resources Service Center (CHRSC).
Provide administrative support on civilian personnel program areas such as position classification, recruitment, benefits and entitlements, incentives and awards, management-employee relations, leave and timekeeping.
Research information, make recommendations, and initiate, process and administer various programs including the coordination of VERA/VSIP, AIF, furlough, and other organization actions as required.
Review new or updated position classification actions for accuracy and completeness; submit through appropriate channels for final classification processing.
Analyze and interpret DoD, DA, TRADOC, and USAICoE guidance to prepare/coordinate implementing guidance and process instructions for the brigade and subordinate battalions.
Prepare and process civilian award recommendations and time in service citations.
Complete and review numerous reports used to ensure accuracy of current civilian personnel records.
Analyze trends, track status and timeliness of processing actions, identify deficiencies or discrepancies and determine improvements or changes in procedures. Maintain files in compliance with ARIMS standards.
Assist and advise hiring authorities within the brigade and subordinate battalions on all civilian hiring actions. Review requests for civilian hiring actions for completeness and accuracy.
Create and maintain the Brigade Civilian Hiring Standard Operating Procedures to ensure brigade procedures comply with higher headquarters and CPAC timelines and processes.
Use USA Staffing, managing resume review panels and hiring boards, and completing selection memos, veteran bypass memos and waiver requests.
Train hiring authorities on creating and using hiring workbooks. Review and edits all hiring correspondence prior to submission to higher headquarters.
Serve as the Brigade Civilian Professional Development Coordinator. Coordinate with USAICoE civilian training coordinator for scheduling of training courses according to available resources and facilities.
Plan training for employees based on individual development plans, determining the most cost-effective means to accomplish training goals.
Provide advice and guidance to employees and supervisors on the preparation of Individual Development Plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- Two year trial/probationary period may be required.

You will receive credit for all qualifying experience, including volunteer experience. To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as that demonstrates a practical knowledge of organizational administrative services as demonstrated by performance of all of the following: (1) applying human resources rules, procedures, and operations to perform organizational human resources liaison functions; (2) providing staff advisory services in administrative and human resources support areas to organizational personnel; and, (3) using multiple automated systems to track and monitor status of civilian personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).

Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18.
