The primary purpose of this position is to serve as the Commander's Inspections Program (CCIP) Manager with responsibility to review and oversee Department of Defense (DoD), Air Force (AF), and center inspection programs.
Duties
Manages commander's inspection programs designed to independently assess and report a unit's readiness, economy, efficiency, effectiveness, and state of discipline to execute assigned missions. Develops goals, objectives, policies and procedures that integrate center inspection programs with DoD and AF objectives. Researches, interprets, analyzes, and applies guidelines, policies, and regulations related to the Air Force Inspection System (AFIS); Fraud, Waste, and Abuse (FWA) Program; CCIP; Communications and Financial Quality Assurance Programs including annual Statement of Assurance (SOA).
Reviews and routes a range of Requests for Personnel Action (RPAs) to fill such positions and/or to career promote, reassign, or otherwise place employees. Advises management concerning the various types of internal and external recruitment sources, such as Delegated Examining Unit (DEU), Veterans' Readjustment Act (VRA), Veterans' Employment Opportunity Act (VEOA), reinstatement, re-promotion, management reassignment, etc. Validates personnel actions, ensures supporting documentation is included, forwards RPAs to Civilian Personnel Section for staffing, and documents actions according to established procedures. Advises management on recruitment, relocation, and retention incentives and keeps management informed on status of requests.
Analyzes thoroughly current Center operations to identify significant transformation, factors, gather pertinent data to substantiate findings, and recognize potential areas for change or divestiture. Based on broad experience and a comprehensive knowledge of Center operations and programs, identifies potential change areas, and performs the research and analysis necessary to define specific transformation targets and/or process Organizational Change Requests or Manpower Change Requests. Serves as an expert advisor and functional technical expert to the Commander and senior staff in the development and application of administrative and operational policies, methods and procedures, program planning, and surveillance over operational Center activities.
Maintains close working relationships with commander, senior leadership and other HQ ACC and AF program offices and agencies to ensure a thorough understanding of system and customer support requirements. Directs, prepares, and presents general and technical papers, staff reports, staff studies, staff summary packages, briefings, charts, bullet background papers, at all levels. Presents clear, concise, and well-structured presentations that address the designated issues. Identifies problems and attempts to resolve conflicts in a timely manner through persuasive discussions with responsible members in a meeting or working group. Serves as a lead or team member on various collaborative project team(s).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, Regulations/Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Knowledge of a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; as well as knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, administrative and legal procedures, and other decisions/standards related to agency activities and IG programs sufficient to conduct interviews, inspections, and investigations to analyze the nature of the complaint and specific issues being addressed.
3. Knowledge of Air Force, MAJCOM, and wing/center/installation program goals and objectives; IG functions, operations, policies, procedures, and practices; the sequence and timing of key operational events and milestones; and the relationship of various MAJCOM/installation/center entities involved in overall program planning and execution of military operations and evaluations.
4. Knowledge and understanding of Federal Human Resources management functions, theories, and techniques; and the basic relationships of the various Human Resources disciplines.
5. Knowledge of a wide range of commonly used and standard recruitment and placement principles and practices and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. To include, knowledge of fundamental Federal Human Resources classification and position management principles, policies, practices, methods, and analytical techniques.
6. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. To include, ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
