This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This is a TERM NTE 13 months, and may be made permanent.

Duties

Demonstrates technical expert knowledge of Army management programs, policies, regulations and understanding of management principles. Provides expert technical guidance on current issues necessary to develop policy recommendations, develop new criteria, methodology and to independently plan, coordinate and execute mission-oriented project sand studies. Develops integrated plans, programs and time-phased schedules; reviews and modifies completed plans as required. Monitors, reviews and analyzes program implementation and makes decisions and recommendations for program adjustments to meet changing situations as well as to accommodate changes directed by higher authority. Prepares status reports, presentations and briefings, as required, to inform PEO/PM and DA(General Officer and SES level Evaluates the data which they provide for accuracy, coherence and completeness.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • A secret security clearance is required
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Practitioner Career Level Certification within 60 months of entrance on duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: I have one year of specialized experience at the GS-12 grade level or equivalent pay band level in the Federal Service performing the following duties; 1. Developing various monthly status reports for senior management/ program managers; 2. Analyzing matrix information from participating elements to ensure proper integration into the overall program efforts; AND 3. Coordinating program related activities during any of the lifecycle phases of the assigned projects/ programs. This is a term position. The initial length of this term is NTE 13 months. Term appointments may be extended up to a total of six years, or be made permanent without further competition based on the needs of management.
