About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.
Duties
Serve as a COR receiving, inspecting, and accepting equipment, supplies, servicing and initiating receiving reports for payment action.
Serve as the GPC Cardholder following all standard operating procedures and adhering to all Federal, DA and local regulations, policies and procedures to make purchases for medical material and non-medical supplies, equipment or services.
Serve as the Hazardous Material Manager monitoring contractors providing hazardous substance and waste management services; inspects and certifies outgoing shipments of hazardous or biological material and waste.
Receives, stores, issues, and properly ship hazardous material items; required to use material handling equipment (MHE), to include but not limited to, pallet jacks, carts, forklift, etc.

WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 Step 01 to GS-12 Step 10.
In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes 1) Establishing and maintaining service and/or supply contracts as the primary Contract Officer Representative (COR); 2) Establishing and maintaining a Government Purchase Card (GPC) for an organization; AND 3) Using an automated tracking system to manage hazardous material received and issued. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. (NOTE: You must attach a copy of your transcripts for verification.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts for verification.
