About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.
Duties
Maintain on a daily basis the Hazardous Materials Management Systems (HMMS) database to ensure all chemicals entering into or exiting the facility are tracked and managed.
Provide medical research and scientific teams with reliable information on alternative chemicals and chemical requirements.
Maintain a current database of Material Safety Data Sheets (MSDSs) of chemicals entering or exiting the facility.
Ensure, in coordination with the Joint Safety Office, the proper handling, storage, use, and disposal of chemicals based on the MSDS information.
Provide contract oversight and asset management of all compressed and bulk gasses used throughout the facility.
Conduct routine inventories of chemical throughout the facility to ensure proper security and management of these resources.
Provide approvals on all purchase requests being entered into the Global Fund Enterprise Business System (GFEBS) that include the purchase of any item with chemicals in them.
Conduct random checks of the facility, in coordination with the Joint Safety Office, to ensure compressed gas cylinders are being managed and stored properly.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-02 pay band is equivalent to the GS-05 Step 01 to GS-10 Step 10 level, however, management has elected to announce at the higher end of the pay band (GS-09). In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within the pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes (1) using a database system to track chemicals (such as Hazardous Materials Management System, (2) providing hazardous materials guidance for a medical research facility, and (3) inspecting hazardous materials for compliance with the Material Safety Data Sheets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Geosciences, biology, chemistry or natural sciences, environmental science, environmental policy, public health.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
