About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W262AA US ARMY COMBAT CAPABILITIES DEV CMD. Manage the daily operations of the Special Security Office (SSO)/Sensitive Compartmented Information Facility (SCIF) for the Army Research Laboratory (ARL).

Duties

Manage and administer the SCI security program to include security oversight for SCIFs under ARL SCI security cognizance. Manage the SCI personnel security program. Review and report all derogatory information involving SCI indoctrinated personnel. Serve as the official channel for passing collateral clearances and SCI access certifications Conduct a continuing SCI security education training and awareness program to ensure that all SCI indoctrinated individuals are kept appraised of the requirements and guidelines for protecting SCI. Maintain applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities. Conduct SCI security briefings, indoctrinations, and debriefings; obtain signed Nondisclosure Agreements; and perform other related personnel security actions. Perform investigations of all SCI security violations and infractions within ARL and its subordinate units. Serve as the approval authority for SCI Courier Orders. Ensure SCI information is disseminated only to persons authorized access to the material and having an established need-to-know. Ensure SCI is properly accounted for, controlled, transmitted, transported, packaged, and safeguarded. Ensure SCI is destroyed by authorized means IAW applicable guidelines. Manage, oversee, and provide SCI support to DoD SCI contractors, including review of DD Forms 254 (Contract Security Classification Specification). Manage SCIF physical security IAW IC Tech Spec for ICD/ICS 705. Ensure the overall accreditation process is accomplished for the SSO facility, in accordance with appropriate DIA, DCI, DNI, DoD, Joint, Army, and ARL regulations. Coordinate all Sensitive Compartmented Information Facilities (SCIFs) modification/construction issues with DIA to ensure compliance with regulatory guidance. Develop and implement SSO, SCI, and/or SCIF Security Policies and Procedures for ARL. Conduct annual self-inspection.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
