DEVCOM ARL is the Army's research laboratory strategically placed under the Army Futures Command (AFC), DEVCOM. This DJ-0080-03 Security Specialist position specializes in Technology Protection.
Duties
Serves as the Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL) Technology Protection Officer (TPO) for Adelphi Laboratory Center (ALC) and satellite locations.
Responsible for implementing Army and AFC technology protection policy and guidance.
Works directly with researchers, scientists and engineers to assist with proper identification of Critical Program Information (CPI) and Critical Technology Information (CTI).
Assists with developing Science and Technology Program Protection Plans (STPP), Program Protection Plan (PPP) and Disclosure Guidance Plans (DGP). Executes risk assessments and support for collaborations and awards.
Reviews and approve Research and Technology Information for public release and/or the appropriate protection mechanism.
Responsible for technology protection program management and execution supporting ALC, ARL-South and ARL-Central.
Conduct Risk assessments in support of the Army Research Risk Assessment Program.
Assist with identification of Critical Technology Information/Critical Program Information.
Perform Science and Technology Program Protection Review and Fundamental Research Review.
Assist with Assessing research and technology.
Provide Technology Protection training and awareness to the workforce.
Review legal instruments for research collaboration.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires Top Secret Clearance with Sensitive Compartmented Information (SCI) access.
- Drug Testing is required prior to employment and randomly thereafter.
- Occasional travel may be required up to 5% of the time.
- Extended three-year probationary period may be required for Laboratory Demonstration Project selectees.

Specialized Experience: One year of specialized experience which includes experience with the following:
1) Knowledge of, and skill in applying, technology protection regulations, policies, and procedures
2) Experience Initiating and/or implementing policies and procedures for Technology Protection Programs
3) Experience with Controlled Technical Information (CTI) and Critical Program Information (CPI)
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02 pay band / GS-09 equivalent or higher).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement applies if you have held a General Schedule (GS) position within the last 52 weeks. Must have completed at least 1 year- in a GS-09 grade level (or equivalent) position.
