Agricultural Marketing Service's Specialty Crops Inspection Division is responsible for developing U.S. grade standards and providing inspection, grading, certification, and audit-based services nation-wide on a user-fee basis for fresh and processed fruits and vegetables and related products. The incumbent is responsible for performing administrative management services for an Area Office and provides advice and counsel to the Officer-in-Charge on the full range of administrative matters.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Assisting with the planning, organizing, coordinating and directing the administrative management functions for the Area Office.
Provide direct support to the OIC and is responsible for the overall management activities and administrative office procedures of the Area Office.
Provide general guidance, consultation and assistance; coordinate and perform common management and administrative duties, a variety of liaison activities, and special assignments.
Conduct studies and analyze/evaluate services provided by the Area Office primarily as they relate to procedural administrative functions and recommend ways to improve these programs.
Recommend changes, adjustments to or revisions of internal policies, procedures or guidelines of the office to provide the most efficient and cost-effective services to program needs.
Participate with Area Office supervisors to determine if the administrative services provided are meeting program needs on a current or projected basis.
Analyze monthly financial reports, noting discrepancies and initiating recommended actions.
Review accounting reports generated by National Finance Center (NFC) to ensure they are accurate and reconciles discrepancies as required.
Provide advice and assistance to supervisors on the procedural aspects and interpretation of instructions for personnel activities.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that demonstrates:
Using email, spreadsheets, and databases (e.g., Outlook, Excel and Access) to enter, analyze and report information.
Preparing hardcopy files and maintaining electronic databases to timely and accurately record and manage records.
Recommending improvements in program effectiveness and presenting that information in a way that supports management decision-making.
Reviewing data and identifying inconsistencies.
OR One full year of graduate level education with a major study in accounting, business administration, business or commercial law, commerce, economics, finance, or other fields related to the position.
OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND 1) have a class standing in the upper third of the graduating class, 2) membership in a national scholastic honor society (excluding Freshman honor societies), or 3) must meet certain GPA requirements. GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).
Equivalent combinations of education and experience are qualifying for this grade level.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Categorizing, interpreting, and analyzing incoming correspondence, and writing responses based on available samples and templates.
Responding orally and in writing to complaints or other sensitive correspondence.
Analyzing quantitative and qualitative data to provide program status updates and respond to specialized, time-sensitive requests.
Recommending improvements in program effectiveness and presenting that information in a way that supports management decision-making.
Reviewing complex data and independently identifying inconsistencies and recommending solutions to reduce errors and inconsistencies.
OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, finance, or other fields related to the position.
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07/09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
