Duties

This Program Analyst position is located Operational Analysis Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applies an expert knowledge and mastery of principles, concepts, regulations, and practices to analyze and evaluate program areas to determine areas in which progress is unsatisfactory and to determine courses of action to remedy deficiencies. Leads large project/program teams defining and developing internal policies and procedures. Leads reviews, analyses, and evaluations of systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered, lack of resources, adequacy and validity of factors and standards, and need for revision of schedules. Investigates variances from established system standards and schedules, revealed by analysis and evaluation. Selects and applies program management techniques in coordinating, establishing and reporting accomplishments of assigned programs. Evaluates policies, procedures and regulations for applicability and compliance. Establishes and maintains schedules and milestones consistent with program objectives. Formulates project plans to establish realistic time schedules, resource requirements, milestones and accomplishments. Prepares analyses with recommended actions, designs and prepares reports and spreadsheets, and presents briefings to managers on study findings and recommendations. Analyzes existing policies or practices to identify inconsistencies and formulates and recommends positions on major projects/policies/issues to senior management. Evaluates broad policies and objectives to provide general guidance for addressing issues. Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Reviews policies, directives, and regulations for TSA programs and both formulates guidelines for implementing regulation and interprets policies made by others. Maintains key programmatic documentation. Provides guidance and direction to staff on the development and implementation of plans and objectives to assure compliance with applicable policies and constraints. Collaborates with the supervisor on determining program goals, objectives and overall framework; work is performed independently, and normally reviewed at completion or via regular status reports. Regulations and policies exist for most activities, but discretion and judgement are used to interpret and determine appropriate application to program objectives. Work often requires development of new or innovative approaches to program development and execution. Develops, analyzes, and evaluates new or modified program/management requirements, policies, goals, or objectives for impact on existing program(s). Establishes new policies/procedures to address operational needs or makes exceptions to existing policies/procedures that may impact internal and external customers. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as: Utilize analytical and evaluative methods with an understanding of how regulatory or enforcement programs are administered in a transportation security program and operations; and Applying pertinent laws, policies, regulations, and precedents applicable to vetting and credentialing programs and operations. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized experience defined as: Applying pertinent laws, policies, regulations, and precedents applicable to vetting and credentialing programs and operations; and Administering policy and directives applicable to program management functions, legislative affairs, legal affairs, public affairs, transportation security, technical development/IT lifecycle, privacy and rulemaking; and Facilitate oral communication in presentations of sensitive and sometimes controversial material and recommendations to higher authority on the results of studies or problems and to make sound proposals based on findings. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
