Duties
As a Program Analyst (Supervisory Program Analyst), you will:
- Serve as the principal financial advisor to the FH Director, Office of Evaluations and field managers on matters pertaining to the financial status of HUD's insurance funds, and the financial impact on the insurance funds of new or revised HUD/FHA programs and policies, new or proposed legislation, and/or new or proposed OMB, GAO or Treasury rules and regulations.
- Provide Director and management with comprehensive, up-to-date assessments on the status of FHA's insurance funds, coordinating analyses in conjunction with the FHA Commissioner's staff and the Office of Policy Development and Research.
- Monitor the economic environment and housing market, reporting any significant changes that could impact FHA programs and recommending options to take advantage of changes.
- Oversee the actuarial analyses of the FHA insurance funds to determine the allocation of income and payment of dividends, and to calculate estimates of monthly earnings against premiums. Provide advice and guidance on actuarial studies conducted by external organizations.
- Evaluate relationships between current market conditions and FHA program goals and objectives to estimate the financial impact of policy changes or external factors (such as natural disasters) on FHA programs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience is one (1) year of experience at the GS-14 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience is defined as follows:
- Working in risk management for a financial institution, or government agency, in the mortgage lending, or mortgage banking industries; AND
- Developing and implementing organizational policies, plans, procedures, and guidelines that directly support the mitigation of credit, or counterparty risk; AND
- Providing advice, direction and solutions to managers and other senior level officials on program operations, policies and procedures.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
