This position performs duties to directly assist the Chief, Quality, Safety & Innovation (QSI) Service, and assists the Service's subordinate staff as needed to support the requirements of the various departmental areas and programs. Responsible for all administrative aspects of the QSI service. The position serves as the Document Control System (DCS) Coordinator with responsibility for the management of policies, VHA Directives, SOP's, Charters, etc., for the organization.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Administrative and Data Management
The incumbent frequently meets with the QSI staff, advising them on issues that affect the monitoring and delivery of health care within the Health Care System and the impact on the Health Care System as a whole.
Incumbent analyzes problems that are unique to the VA System with its broad program missions, complex administrative management problems, rapid fluctuation in various program priorities and requirements, and the many conflicts between program requirements and available resources.
The Administrative Officer contributes to top management, and Care and Service Line policy and decision-making processes of significant importance to the operation of the various services within the Health Care System.
The incumbent can maintain and improve systems of delivering health care by facilitating program policies, improving utilization of resources, designing and overseeing needed changes and being a catalyst for the many clinical programs and services in which QSI is involved.
Incumbent is responsible for translating policies, theories, performance measure requirements and strategies into action within the complex interrelationships that exist related to QSI operations.
This position requires an understanding of the critical balance between the administrative and clinical functions in the health care delivery system, and ability to coordinate and control programs and resources to achieve this balance.
Responsible for transmitting general goals and objectives of outpatient care programs into specific policies, procedures and/or SOPs for implementation.
Resource Management/Budget
Responsible on a day-to-day basis for coordinating with and facilitating the function of all services, clinical and administrative, which interface with QSI. This includes relations with support services such as Fiscal, Logistics, Human Resources, Police, Engineering, Environmental Management, Information Management, and others as needed etc. Has authority to direct improvement where necessary and make immediate judgments in time of emergency.
Coordinates and analyzes internal review activities of QSI to ensure that both clinical and administrative functions follow VACO directives and standards issued by various accrediting and regulatory groups including the Joint Commission, the Inspector General, the General Accounting Office, Commission on Accreditation of Rehabilitation Facilities, etc.
Recommends approval of internal review findings along with corrective measures for noted deficiencies to the Quality Improvement Specialists, monitors appropriate follow- up of corrective measures identified to ensure implementation and resolution of problems; advises top management of elements considered unacceptable from the standpoint of quality patient care and utilization of resource, organizes and assists with responses to external surveys and audits; and develops plans to ensure implementation of actions to correct deficiencies cited by accrediting bodies.
Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems that require special skills in the application of scientific methodologies in problem solving, identifying feasible alternatives, and resolution of program problems, complaints, and grievances by applying important communication, motivational, and leadership skills with respect to advising, instructing, and consulting with program elements.
Program Administration/Planning/Coordination
Serves as the Document Control System (DCS) Coordinator with responsibility for the management of policies, VHA Directives, SOP's, Charters, etc., for the organization.
Responsible for collaborating with Services/Departments to ensure all policies remain current and easily accessible to staff to ensure processes are in place for identification of process owners and follow-up as it relates to VHA Directives and Handbooks.
Conducts GAP Analysis of all new/revised Directives, Handbooks, Memos.
Responsible for ensuring Board, Committee and Council meeting minutes are composed timely and accurately capture the pertinent discussion and follow up items for each meeting topic; as well as submitting draft minutes for member voting approval.
Performs other related duties as assigned to assist the Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-9
Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Knowledge of administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes. Developing knowledge applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Progressively gaining knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied. Ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or setting. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Translating policies, theories, performance measure requirements and strategies into action, Preparing/reviewing outgoing correspondence and reports for proper format, accuracy, and all coordination of facts in accordance with established policy, Preparing document and disseminating meeting minutes. Serving as departmental timekeeper, Gathering and analyzing budget needs and supervising all phases of budgeting within administrative requirements. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of Graduate Education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. NOTE: You must clearly demonstrate that you possess the knowledge, skills, and abilities on your resume, or you will not qualify for the position.

Physical Requirements: The work is primarily sedentary and typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
