This position is located in Behavioral Health Service at the VA HCS, Columbus, OH. The incumbent provides input into the overall direction and support of the service. Duties include planning, organizing, analyzing, evaluating, advising and coordinating administrative and budgetary activities. Responsibilities include budget management, productivity improvement, management controls, safety, and short and long-range planning.

Duties:
The incumbent has knowledge of the mission, organization, programs, functions and requirements of Behavioral Health Care Service and the relationship between other service lines.
The incumbent has knowledge of administrative and technical regulations and operating procedures plus skill in applying fact-finding and investigative techniques (e.g., review of work procedures, instructions, records, and files) to gather and analyze information and provide resolution of issues or problems of a procedural or factual nature.
The incumbent has previously worked with data (implementing and overseeing projects involving data, including designing data collection forms and e-interface to maximize efficiency and accuracy of data grouping, transforming transcribing summarizing, profiling, parsing, duplicate eliminating, standardizing, cleaning, documenting and/or validating).The incumbent is skilled in communication both orally and in writing with a variety of end users in both structured and unstructured settings to make effective oral and written presentations. Skill in educating staff regarding various administrative processes to comply with local and national regulations and processes.
The incumbent directs administrative and technical support services to ensure that inquiries, correspondence, and actions for the department are addressed appropriately. If necessary, formulate information papers and correspondence on a wide variety of subjects. Reviews and evaluates completed staff actions (memos, reports, studies facts sheets, information papers) for overall quality of the document, consistency, logic, soundness of recommendations and compliance with policy.The incumbent has interpersonal skills in dealing with performance measurement issues and negotiating deadlines and work production. Ability to work effectively under pressure of tight time frames and rigid deadlines.
The incumbent must use sound judgement in interpreting and adapting guidelines such as agency policies, regulations, precedents, and work direction for application to specific cases or problems. Subjects studied may be covered by a wide variety of administrative regulations and procedural guidelines. The employee analyzes these results and recommends the appropriate changes.
The work involves substantial coordination and integration of several major work assignments, projects, or program segments. It also involves the ability to exercise a high degree of judgment in continually assessing progress toward Service and Medical Center goals and analyzing unusual conditions and problems.
The incumbent will work directly with Chief of Behavioral Health Care Service and the Deputy Chief of Behavioral Health Care Service in the development of new programs and with initiating programs from the national level.
The incumbent will perform all research related to the program and develop procedures and policies for the programs. He/she will be responsible for marketing the program to veterans and providersThe incumbent will directly monitor over (1) GS-8 position, (1) GS-7 position, and (10) GS-6 positions which support the Behavioral Health Care Service.
The incumbent is responsible for delegation of work assignments and the technical ability to perform all tasks.
Work Schedule: Monday through Friday, 8:00 a.m.- 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing qualitive and quantitative skills independently to anticipate future needs in space, clinic management and human resource needs; possessing a high degree of analytical ability, interpersonal and written communication skills, and specialized knowledge within the area of health care service administration, continuous quality improvement, and business management.OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
OR,
LL.M., if related.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must clearly demonstrate that you possess the knowledge, skills, and abilities on your resume, or you will not qualify for the position..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Physical demands do not exceed those of a typical office setting. There may be some walking, standing, bending or carrying of light items. The work requires observance of the safety precautions typical of office settings. Risks are minimal.
