This position is located at the Columbus VA Ambulatory Care Center (VAACC) in Columbus Ohio. The role of the position is to direct and perform all administrative functions to include: supervisory responsibilities of Administrative Officer (AO) supports, human resource requests, ordering and tracking supplies and equipment within the service, document control, and other administrative functions as directed by service chief.
Duties

The duties include but are not limited to the following.
Providing supervision and oversight for a MSA Supervisor and medical support assistants.
Works collaboratively with the health systems specialist, data analyst, Associate Chief of Behavioral Health, and the Service Chief of Behavioral Health in providing administrative oversight to all sections within the service.
Provides full staff assistance on administrative matters affecting patient care, education, and organizational policy. Incumbent has been delegated full authority to deal with and personally resolve matters involving administrative operations.
Develops, initiates, and implements administrative policies and procedures for facility-wide areas of responsibility.
Formulates proposed administrative directives and policies.
Discuss pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations.
Directs and co-ordinates the work of subordinate staff to assess and optimize the productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support and staff activities within the Service.
Directs administrative support services to ensure that inquiries, correspondence, and actions the area of responsibility are addressed appropriately.
Performs budget execution functions as needed to ensure expenditures are consistent with budget formulation plans as the fiscal year progresses.
Oversees and directs strategic planning for Behavioral Health and develops long-range program plans, goals, objectives, and milestones; evaluates the effectiveness of programs conducted throughout the VAACC.
Work Schedule: Full Time, Monday - Friday, 8:00am-4:30pm

Qualifications
To qualify for this position at the GS-11 grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position. Specialized experience includes providing staff assistance on administrative matters affecting patient care, education, and organizational policy; assessing and optimizing the productivity, effectiveness, and efficiency of program operations or to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support and staff activities within a healthcare environment.

EDUCATION: Successful completion three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts Required.

Physical Requirements: The work is mostly sedentary. It will occasionally require carrying of light objects such as files, books, and papers; some walking, standing, and bending. No special physical demands are required to perform work. There may be a certain amount of mental strain due to time constraints and frequent reviews and reports.
The incumbent will be expected to understand, remember, and apply instructions and information to unique organizational situations under stressful and time-bound circumstances. They will need to comprehend and resolve complex issues, negotiate, and collaborate for solutions, as well as integrate various opposing viewpoints into a cohesive plan. Time management skills and an ability to prioritize complex, competing demands is required. The incumbent must have the ability analyze, compute, and interpret complex data sets and forecast course of action.
