This position is located in the Office of Civil Rights, Office of the Secretary (S/OCR). The Office of Civil Rights manages the Secretary’s equal employment opportunity (EEO) program. You will serve as an Equal Employment Opportunity (EEO) Specialist with full responsibility for managing and executing an EEO program in accordance with 29 C.F.R. 1614 and the Equal Employment Opportunity Commission's Management Directive (MD) 110.
Duties
Oversees the timely, fair, and impartial consideration and disposition of EEO complaints, in accordance with 29 C.F.R 1614 and Management Directive 110.
Frames claims of discrimination, ensuring claims are well-defined, clearly articulated, and can effectively establish the scope of an EEO investigation.
Provides advice and guidance to EEO Investigators, tracking the status of discrimination complaints in progress and taking appropriate action.
Conducts complaint intake interviews to advise employees about the EEO process as well as other avenues of redress for resolving their employment concerns.
Conducts briefings and training sessions on specific changes in statute and EEO law.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
GS-12:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing EEO claims at the pre-complaint stage to determine potential resolution options.
Experience analyzing and reviewing EEO complaints.
Experience providing guidance and assistance to EEO Counselors and Investigators.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing EEO claims at the pre-complaint or complaint stage to determine potential resolution options.
Experience analyzing and reviewing EEO complaints.
Experience providing guidance and assistance to EEO Counselors and Investigators.
Experience conducting briefings and training sessions on specific changes in statute and EEO law.
Experience analyzing, reviewing, researching and developing proposal of policy positions to integrate EEOC issuances with agency policy.
There is no substitute of education for specialized experience for the GS-13 position.
