This position is located in The Center for Enterprise Human Resource Information Services (CEHRIS) under the Office of the Chief Human Capital Officer (OCHCO), Department of Veterans Affairs (VA). The incumbent will serve as a CEHRIS Branch Chief and will supervise a team responsible for System Development Lifecycle activities to support the End-to-End Modernization and Sustainment for Human Capital Management (HCM) services.
Duties
Serve as the Branch Chief of the CEHRIS Human Capital Information Systems (HCIS) Employee Experience Unit providing direction and leadership to Product Owner and Delivery Managers to support the program.
Lead CEHRIS HCIS Employee Experience during the plan, development, implementation, coordination, and evaluation of milestones for budget and acquisitions.
Provide oversight, direction, compliance, coordination, and leadership to teams involving various areas of CEHRIS initiatives and activities as it relates to automated Human Resources Information Systems.
Develop, analyze, evaluate, advise on, and improve the effectiveness of work methods and procedures, organizations, information and documentation systems, and similar functions of HR information management.
Provide oversight for planning and implementation activities, continuous quality improvement, and system maintenance and compliance.
Supervise a team of employees and contractors to ensure CEHRIS systems meet VA and Government policies, regulations, and requirements for HR information system development, delivery, operations, and maintenance.
Participate in process design improvement efforts on behalf of their branch and discuss and engage their team to include their insights and input, and ensure they comply with agreed-upon procedures and rules of engagement.
Direct a team responsible for researching and analyzing the logistics, issues, and VA's program requirements for HCM systems.
Knowledge of VA organization and HR policies and procedures, identifies and collects relevant information, assembles, and assesses information gathered; formulates applicable findings, conclusions, and recommendations and presents results.
Conduct presentations and demonstrations as necessary.
Distribute and balance the workload among subordinate employees in accordance with staff workflow; ensures timely accomplishment of workload, keeps in touch with the status and progress of work, and adjusts in accordance with established priorities.
Provide strategic direction for the team.

Specialized Experience:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Utilizing information systems to develop automated processes. (2) Analyzing regulations to prepare strategic plans to resolve complex system issues. (3) Developing data analysis reports for an organization. AND (4) Leading team members within an agency to accomplish analytical projects for an organization.
Education
There is no educational substitution for the GS-14 level.
