This position is located within the Division of Planning, Evaluation, and Research, Office of Public Health Support. The incumbent of this position serves as the IHS Headquarters Health Care Program Analyst and Consultant overseeing initiatives to determine and develop national staffing and resource planning requirements using existing polices and methodologies to address complex matters.
Duties
Program/PolicyReviewandSupport
Serves as the IHS Headquarters health care programs analyst and consultant in determining and developing appropriate national staffing policies for new facilities using Resource Requirements Methodology (RRM) projections, which would be implemented by the IHS in accordance with established procedures. Works with Area Planning Officers and facility planners to evaluate and validate RRM applications as they may affect national staffing policies. Serves as the IHS Headquarters coordinator and liaison with health care programs staff in resolving any aberrations in the application of the RRM.
Program Evaluative Review
Performs periodic reviews involving the review, vetting and updating of the RRM modules to ensure consistency with current standards of practice in the health care industry. Performs periodic analyses of RRM modules, such as comparisons to health care industry standards. Develops training materials and trains field staff on the use of the RRM modules, as requested. Works with IHS Headquarters facilities engineering staff in the integration of RRM staffing requirements with the staffing requirements generated by the Health Systems Planning (HSP) process.
Project Management:
Serves as the IHS Headquarters coordinator of a team, including representatives of Area Planners, to validate staffing levels and space planning activities for construction projects. Responsible in formulation and preparation of annual budget submissions, workload planning and bed planning projection formulas.
Qualifications

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-13 level in the Federal obtained in either the private or public sector.
Qualifying examples of specialized experience, must include ALL, but is not limited to:
1. Experience serving as a consultant using quantitative and/or quantitative methods to determine and develop national health care resource operation models to guide health care delivery systems, staffing patterns, and health care program space plans; AND,
2. Experience leading the review, development and implementation of national quality improvement initiatives over health care programs using industry standards of practice; AND,
3. Experience analyzing data to forecast, justify and validate resources and operation requirements in the preparation of budget proposals and submissions.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).You must meet all qualification requirements within 30 days of the closing date of the announcement.
