This Human Resource Specialist is in the Excepted Services Section (ESS) within the Division of Human Resource Management (HRM). The primary purpose of the position is to manage Excepted Service recruitment efforts for permanent and temporary Administratively Determined (AD) employees under the NSF Act of 1950, as well as rotational assignments under the Visiting Scientists, Engineers and Educators (VSEEs) and Intergovernmental Personnel Act (IPA) authorities.

Qualifications

Applicants must provide documentation of completion within the previous 2 years of a qualifying associate's, bachelor's, master's, professional, doctorate, degree, or certificate from a qualifying educational institution. Veterans precluded by a military service obligation have up to 6 years after completion of a degree or certificate to apply. To qualify at the GS-11 level, you must have one year of specialized experience performing human resources functions equivalent to the GS-9 level in the Federal service. Examples of specialized experience for this position include: providing strategic advice and assistance to managers on effective methods of recruitment and staffing; conducting job analyses and developing crediting plans; making qualification and eligibility determinations and issuing certificates; processing personnel actions for competitive and excepted service employees; conducting position classification; developing position descriptions, preparing evaluation statements; and overseeing the recruitment process. OR Possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. OR an LL.M., if related. OR Possess a combination of graduate-level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position. To qualify at GS-12 level, you must have one year of specialized experience at or equivalent to the GS-11 level in the Federal service performing a full range of human capital functions. Examples of specialized experience for this position include: providing strategic management advisory services related to classification, staffing, recruitment, and compensation for professional, administrative, & scientific positions; making & overseeing qualifications & eligibility determinations, & issuing certificates under Merit Promotion, Delegated Examining, & various excepted service authorities; providing guidance & oversight on pay-setting, processing personnel actions & other compensation related activities for excepted & competitive service employees; performing tasks related to classification & position management; providing advice & support on planning & implementing long & short term strategic human capital activities & workforce planning functions; & overseeing the entire recruitment process. To qualify at GS-13 level, you must have one year of Federal civilian human resource management experience equivalent to the GS-12 level in the Federal service to include knowledge and skill to counsel and advise management on automated and manual processes related to issuing merit promotion, excepted and delegated examining certificates; recommend strategies related to recruitment, long and short-term workforce planning while ensuring the legality and propriety of actions taken; and skill in applying position classification and management principles to assist management with the establishment of efficient and effective organizational structures and position descriptions; and knowledge and skill to advise on setting and adjusting pay; implementing and applying pay schedule adjustments, and special salary rates; and manages agency special programs such as Pathways, the Selective Placement Program, Veterans Programs or unique program areas such as Rotator programs or using the Intergovernmental Personnel Act. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

For the GS-11, education may be substituted for experience as described in "Qualifications." If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

For the GS-12 and GS-13, education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
