This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Serves as an Information Technologist Specialist performing work, independently or as a member of a team, in the administration, development, delivery and support of information technology (IT) systems and services.
Developing new methods, approaches and procedures in the specialty area(s).
Advice and guidance on a wide range and variety of complex IT issues.
Interpreting IT policies, standards and guidelines.
Evaluating and recommending adoption of new or enhanced approaches to delivering IT services.
Testing and optimizing the functionality of systems, networks, and data.
Evaluating proposals for the acquisition and maintenance of IT products or services.
Representing the organization in interactions with other organizations; and/or providing technical leadership on group projects.
Requirements

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
- The duties of this position require that the incumbent periodically travel, up to 25%.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for an IT Specialist position you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies, one year of specialized experience equivalent to the next lower grade level (NH-2) in the Federal service which includes: 1) Providing advice, guidance, and/or recommendations to management and other specialists on critical IT issues for enterprise systems throughout an organization; 2) Overseeing the implementation, integration, maintenance, and/or management of networked enterprise systems; and 3) Installing, configuring, and maintaining the operating systems environment to include system servers and/or operating systems software.
This position is subject to the NH-03 Non-Supervisory Journeyman Professional control point of the CECOM Control Point Policy.
