You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Non-Destructive Testing (NDT) Lead) in the Extruded Products Branch (M12) of NAVSURFWARCEN IH DIV. SALARY INFORMATION NT-4 Salary: $71,531-$122,459 NT-5 Salary: $94,199-$172,075 NT-5: The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $145,617).

Duties

You will support multiple competency areas such as propellant extrusion, propellant machining, propellant conditioning, propellant inhibiting, NDT including x-ray inspection, ultrasonic inspection, dimensional and visual inspections. You will oversee and be in charge of managing the M12 NDT Training Program. You will be responsible of qualifying all Level 2 NDT technicians for M12 NDT inspection operations, review and approve inspection procedures/techniques and certify all M12 NDT operations on a yearly basis. You will be responsible for tracing, tracking cost, and maintaining inventory levels of Test, Measurement, and Diagnostic Equipment (TMDE) as they relate to program needs and priorities.

  • The NT-4 is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You must be able to obtain and maintain Industrial Radiography Radiation Safety Personnel (IRRSP) certification in accordance with NAS-410 to Level II/III in Radiographic Testing.
  • You will be required to obtain and maintain Qualifications/Certifications to become certified as an explosives handler.

Qualifications

NT-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating project requirements to assess validity, accuracy, and necessity of test, measurement, and diagnostic equipment to recommend modifications and mitigate risk while ensuring compliance with maintenance or repair of cartridge actuated device/propellant actuated device (CAD/PAD) systems or components. NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing equipment performance to recommend modifications or corrective solutions in support of maintenance or repair of cartridge actuated device/propellant actuated device (CAD/PAD) systems or components. For the NT-4 level:

Successful completion of a Ph.D. or equivalent doctoral degree n safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR
